Network Governance Framework

The Primus Network governance framework coordinates how network rules are set and evolve, and how high-impact operational decisions are made across the Primus Network.

Governance scope

Governance decisions focus on the following areas:

• Task parameter configuration: settings that shape how verification tasks are requested, priced, and matched on the network (for example, task timeout, network pricing, etc).
• Staking and slashing rules: economic security parameters governing node stake, eligibility, and penalties for misbehavior or protocol violations.
• Protocol upgrades: changes to onchain contracts, ownership arrangements, and other upgrades that affect core network behavior.

Governance process

At launch, governance is led by a Key Council so that the network can move quickly while parameters and operations are still stabilizing.

1. Proposed changes are discussed in the Governance Forum .
2. Community preference is gathered through off-chain voting on Snapshot .
3. Snapshot results are treated as advisory input for the council.
4. The Key Council executes approved changes onchain when appropriate.

This process keeps early operations responsive while leaving room for open discussion and community signaling before execution.

The Key Council acts through a multisig contract (address forthcoming) with a defined signature threshold. Membership is intended to include core contributors and trusted ecosystem participants with operational and security expertise.

Over time, governance is expected to transition toward fuller onchain participation, with the council’s role narrowing as tooling, participation, and network maturity allow.
